Baker is the Founder and Leader of the Association of State Dam Safety Officials’ Dam Failures and Incidents Committee and chaired the Spencer Dam Failure Independent Investigation panel. He also was the Founder and Co-Leader of the Silver Jackets flood risk management team, based in Washington, D.C.

Prior to joining HDR, Baker had a long career with the Bureau of Reclamation working in the dam, levee, and flood risk management field and then served eight years as the Dam and Levee Safety Officer for the National Park Service. While with the National Park Service, he managed the risks of 60 dams and initiated a levee safety program, including the management of the risks of the NPS-operated Washington D.C. Levee.
Based in Denver, Colorado, Baker is a Professional Engineer and holds a bachelor’s degree in mechanical engineering from Michigan Technological University.
