Highway 14 between Owatonna and Dodge Center is very heavily traveled, with over 18,000 users daily. Highway 14 between Owatonna and Dodge Center was not meeting the needs of its over 18,000 daily travelers. The highway was congested and dealing with safety concerns.
To mitigate these issues, the $108-million design-build project constructed the last 12.5 miles of highway expansion from two lanes to four lanes. This completed a continuous four-lane roadway between Rochester and Mankato, which improved capacity, safety, and travel times along the corridor. In addition, the highway was constructed along a new alignment, increasing safety by eliminating over a dozen at-grade railroad crossings.
Major construction elements included two million yards of excavation, five new bridges, base aggregates, concrete and asphalt pavement, environmental and storm water considerations, building demolition, railroad coordination, box culverts and culvert pipes, settlement monitoring, and erosion control.
Mead & Hunt served as the prime consultant on MnDOT's Construction Verification Team to provide oversight and inspection for the highway’s expansion.
