Burns succeeds William Bailey, PE, SE, who began his tenure as CMT President in 2018. Bailey continues to lead the firm as CEO and Chair of the board of directors.

With CMT since 2001, Burns began his career as a transportation engineer in the firm’s St. Louis, MO, office. In 2005, Burns relocated to CMT’s Indianapolis office to support the expansion of the firm’s footprint. Since then, CMT’s presence in the state has experienced substantial growth. In addition to his responsibilities at CMT, Burns has served in leadership capacities across industry groups including ACEC Indiana; American Society of Civil Engineers (ASCE), Metropolitan Indianapolis Branch; and Bradley University’s Innovations in Construction and Design Board of Directors. He holds a bachelor’s degree from Bradley University and an MBA from the University of Missouri – St. Louis.
