Claybaugh previously served as the Development Project Manager for Wisconsin prior to accepting this role.

Claybaugh joined Gorman & Company in 2021, and prior to which, he worked as an asset manager for Wisconsin Housing Preservation Corporation. He received a Master of Public Affairs degree from the University of Wisconsin – Madison, and a Bachelor of Science degree with a major in economics and a minor in mathematics from the University of Minnesota – Twin Cities.
