Mayor Cantrell Breaks Ground on Breakwater Roadwork Project

NEW ORLEANS, LA — Mayor LaToya Cantrell recently joined neighborhood leaders to help break ground on the $5-million Breakwater Drive Improvements Project near the Lakefront. She was joined by Ramsey Green, Deputy CAO for Infrastructure; District D City Councilmember Jared Brossett, Chair of the Budget Committee; Kerry Cuccia, West End Boathouse Owner's Association; and Warner Tureaud and Taylor Casey, Municipal Yacht Harbor Management Corporation.

This project represents another infrastructure milestone in the city. Currently, the city has 34 public works projects under construction citywide valued at more than $230 million, and another $130 million worth of public works projects expected to move through procurement in the next several months.

This FEMA-funded project, which extends from North Roadway to the dead end, will cover patch, mill, overlay and incidental road repair project work and is designed to remove damaged portions of the asphalt roadway and replace it with new, smooth pavement.

The scope of work includes:
  • Repaving the asphalt roadway
  • Patching the roadway with asphalt or concrete
  • Repairing damaged sidewalks and driveway aprons
  • Installing Americans with Disabilities Act-compliant curb ramps at intersection
  • Adding riprap (rocks) and rehabilitating the breakwater retaining wall
  • Adding sidewalk along the retaining wall on both the north and west berms
  • Rehabilitating the parking areas along Breakwater Drive
  • Rehabilitating the boat launch area and parking lot


Work began in July 2019 and will be wrapped up in summer 2020. Michael Chorazak of the Department of Public Works serves as the project manager. The construction contractor is TKTMJ; the designer and construction manager is All South Consulting Engineers.

There is also an adjacent project, the Municipal Yacht Harbor Replacement, that's also under construction. The improvements to the Breakwater will provide added storm protection to the city’s new floating docks marina (a $25-million investment that will be completed at the end of 2019), as well as improved integration with recreational facilities under the West End master plan.
