Schwarz joined as Senior Project Manager - Light Rail Transit and Streetcar. He has 15 years of experience delivering major transit projects across the United States including Atlanta, Denver, Jacksonville, Los Angeles, Minneapolis, New York, and San Diego. For HNTB, he will lead project teams in the implementation of light rail and streetcar transit projects. Schwarz has a bachelor’s degree in engineering from the Fachhochschule Flensburg College in Germany.
Smiley joined as a Multi-Modal Transportation Project Manager. She has 15 years of transit planning experience that includes transit-oriented development, congestion mitigation, and environmental justice projects in Chattanooga, Tennessee, and Atlanta, working closely with agencies such as the Atlanta Regional Commission, BeltLine, and MARTA. Most recently, she managed the City of Atlanta’s $62-million Capital Grant Program with funding from the Federal Transit Administration. Smiley graduated from East Tennessee State University and has master’s degrees in criminal justice and public administration from the University of Tennessee.
Banguilan has joined as Project Manager - Environmental Planning. Banguilan has 29 years of cultural resources experience across the United States, Puerto Rico, and the U.S. Virgin Islands. He has directed and conducted archaeological research to assist various clients and agencies seeking permits from the U.S. Army Corps of Engineers, the Federal Energy Regulatory Commission, the Federal Aviation Administration, the Department of Housing and Urban Development, the Federal Highway Administration, the U.S. Forest Service, the National Park Service, and the Department of Homeland Security. He also served as the Cultural Resources Lead Consultant for the Deepwater Horizon oil spill response. Banguilan has a Bachelor of Science in anthropology from the College of Charleston and a master’s degree in anthropology from the University of Montana.
