HOLLY SPRINGS, GA — Gilbane Building joined the City of Holly Springs, the Cherokee County Chamber of Commerce, and CPL to celebrate the groundbreaking of the new Holly Springs City Hall, a centerpiece of the Town Center development. This milestone marks the next chapter in creating a walkable downtown that will serve as a hub for civic engagement and community life.
The new City Hall will consolidate city government operations under one roof and is intended to stand as a symbol of Holly Springs’ growth and commitment to its residents.
“City Hall will house all of our government operations and also be a symbol of the future that we share together as a community,” Holly Springs Mayor Ryan Shirley said. “This is another step forward in our story in becoming the city that we want to be. The Town Center will be a place that brings music, laughter, and countless memories for generations.”
Gilbane was selected by the Holly Springs City Council as construction manager at risk for the $19.25 million project, providing preconstruction services, value engineering, guaranteed maximum pricing, and construction management.

Construction completion is expected by summer 2027. The project is funded through proceeds from the Holly Springs Urban Redevelopment Agency Series 2025 Bonds and Special Purpose Local Option Sales Tax funding.
The Holly Springs Town Center will feature an amphitheater, restaurants, shops, townhomes, city homes, flats, and public and residential parking, including a parking deck that completed vertical construction last year.
Gilbane has been a construction manager in Georgia and South Carolina since the 1970s, serving public and private clients across various markets, including education, health care, corporate/commercial, multi-family, and local government.
