IRVINE, CA — PCL Construction Services Inc. announces that the Orange County Health Care Campus at El Toro has been recognized by the Construction Management Association of America’s (CMAA) Southern California Chapter with the 2025 Project of the Year Award, the chapter’s highest honor. The project also earned an additional award for Innovation and Implementation of Technology.
These honors recognize excellence in construction management and highlight collaboration and innovation. The project was completed through a design-build delivery model led by PCL Construction, with Gensler as architect and Cumming Group serving as Orange County Public Works’ representative and construction manager.
“This project is a true example of what can be accomplished when the right team comes together with a shared purpose,” said Jeyre Lewis, Orange County Area Manager for PCL Construction. “From day one, we were aligned with the county’s mission, and through trust, innovation, and hard work, we delivered a facility that will protect public health for decades to come.”
The 68,000-square-foot campus consolidates three of the county’s critical public health divisions: Emergency Medical Services, the Public Health Laboratory, and the Community and Nursing Services Division. It includes a certified BSL-3 laboratory, public-facing service areas, office space, and a mission-critical Agency Operations Center. Located on a former military site that underwent environmental cleanup, the campus is designed to operate around the clock during public health emergencies and meets Essential Services and Risk Category IV standards.
The project was completed ahead of schedule and under budget. Advanced digital tools, including BIM coordination, drone-based site verification, and real-time clash detection, helped the team maintain precision and speed throughout delivery. Over the course of the project, more than 180,000 work hours were completed without a single recordable safety incident.
