HDR’s Carter Named Georgia Transportation Manager

ATLANTA, GA — Brad Carter, PE, has been promoted to HDR’s Transportation Manager for Georgia.

Based in Atlanta, Carter is responsible for the development and management of the transportation program including business development, workforce development, and the delivery of projects across multiple markets and service areas. He will partner with other area leaders to drive collaboration and innovation to achieve better efficiencies and outcomes in the infrastructure planning, design, and construction industry.

“I am motivated every day by the role we all play in the infrastructure industry to develop safer, more equitable, and more reliable transportation systems,” Carter said. “I look forward to leading an incredibly talented team to build upon HDR’s success of making great things possible for our clients and communities throughout Georgia.”

With nearly 20 years of experience in both the public and private sectors, Carter understands projects from the perspective of clients, specifically the importance of listening first, building consensus, and designing solutions tailored to a community’s unique needs. More recently, he has provided leadership on the Metropolitan Atlanta Rapid Transit Authority Streetcar East Extension Project, directing the administrative team to provide broad, comprehensive project support for successful execution and delivery. He is also leading a project team that is developing the 2025 Georgia State Rail Plan, which will guide future development of the state’s freight and passenger rail system.

Carter’s experience in the design and construction of transportation infrastructure has strengthened his ability to help project owners and teams manage costs, reduce risk, and enhance team coordination and collaboration. He has had influential roles on many large-scale infrastructure projects, including managing the rehabilitation of 11 bridges along a 25-mile stretch of I-26 in South Carolina.
