Palmer specializes in program and project management, systems engineering, specifications development, communications, IT management, infrastructure design, and system planning.

Prior to HNTB, Palmer worked across both the public and private sectors including senior leadership roles at two major toll system integrators. Most recently, he served as Vice President for another consulting firm primarily advising on tolling, ITS, and technology program management.
Palmer earned a bachelor’s degree in civil engineering from Florida State University and is a licensed Professional Engineer in Florida. He is also a certified Project Management Professional and graduate of the International Bridge, Tunnel and Turnpike Association’s Leadership Academy.
