Gouveia to Lead HDR’s US Northeast Transit Practice

BOSTON, MA — HDR’s Tony Gouveia, PE, has been promoted to serve in a dual role as the firm’s Northeast Transit Leader in addition to continuing to serve as New England Transportation Manager.

“Tony’s proven leadership will benefit both roles and the overall management of transit and transportation services for our clients and stakeholders throughout the Northeast,” said Eli Khoury, HDR East Region Transportation Director.

Gouveia will work with teams and clients to support the development and delivery of multidisciplinary transit programs throughout the Northeast. He will advise on the technical, regulatory, and financial aspects as well as the community impacts.

“The Northeast transit market is among the most mature in North America, with many opportunities for technological innovation,” Gouveia said. “I’m excited to continue to work with HDR’s talented rail and systems teams to develop solutions for our clients’ most complex transit challenges.”

Gouveia has nearly three decades of transit industry experience, including the last seven years at HDR. He is an industry expert in railroad corridor planning, engineering, and construction management and is also experienced in station and track infrastructure design. He is an active member of the American Railway Engineering and Maintenance of Way Association and American Society of Civil Engineers.

While serving as a Chief Engineer for the Massachusetts Bay Transportation Authority, he developed an in-depth understanding of project needs in shared commuter, intercity, and freight rail corridors. Gouveia is currently Principal-in-Charge for MBTA’s Red Line/Orange Line PM/CM project in Boston as well as the Worcester Line Track and Station Accessibility Improvements. He also serves as the Deputy Program Manager for the South Coast Commuter Rail Program.
