EL PASO, TX — The first phase of the new State Spur 320 (Borderland Expressway) is complete and ready to be opened to the public. The 1-mile, four-lane frontage roads were constructed from Railroad Drive to Business U.S. 54 (Dyer Street) and include a shared-use path.
“We are excited about this initial milestone. Once complete, Borderland Expressway will help address regional transportation needs by providing an alternate route to I-10," Texas Department of Transportation El Paso District Engineer Tomas Trevino said. “When finished, the new highway will complete a route around the northeast side of El Paso suitable for truck and other through traffic.”
Drivers will be able to use the new connection to travel from Railroad to Dyer and will need to watch for the new signalized intersection.
Borderland Expressway from Loop 375 (about 2 miles east of Railroad Drive Overpass) to FM 3255 (Martin Luther King Jr. Boulevard), is just a half mile south of the Texas/New Mexico state line and will be nearly 11 miles long.
Phased construction includes frontage roads from Railroad Drive to Business U.S. 54 (Dyer Street); mainlanes from Railroad Drive to FM 3255 (MLK Jr. Boulevard); and mainlanes from Business U.S. 54 (Dyer Street) to Loop 375 (mainlanes).

Phase 2 (6.8 miles) of the project is scheduled to begin construction in late 2025 and includes ramps, intersections, bridges, drainage, illumination, traffic signals, and a shared-used path. Phase 3 of the project is not funded and is under design.
