INDIANAPOLIS, IN — Mayor Joe Hogsett joined the Indianapolis Department of Public Works (Indy DPW) and the Indianapolis City-County Council at Hendricks Park to discuss major projects for the 2025 construction season.
This year, the capital infrastructure budget for Indy DPW calls for $268 million in investments into transportation and stormwater projects across Marion County.
"The 2025 construction season is going to be transformational for our city,” Hogsett said. “None of these infrastructure improvements would be possible without our dedicated, hardworking team at Indy DPW, who will turn more than a quarter of a billion-dollar investment into real, material improvements to our streets.”
This year, Indy’s roads will see $200 million in transportation improvements and $68 million in stormwater improvements. Hogsett’s five-year, $1 billion infrastructure plan will see a total of $859 million in transportation improvements and $180 million in stormwater improvements.
“In our five-year, $1 billion capital plan, we are proud to say nearly a third of that funding will help create Complete Streets and multi-modal outlays,” Indy DPW Director Todd Wilson said. “That means we are designing and constructing roads for all of our residents. Within the city-owned right of way, we can transform spaces to make them walkable, bikeable, roll-able — all while keeping traffic moving efficiently and most importantly, safely.”

The 2025 construction season will see the following improvements across the city:
- 1,300 new or rehabbed ADA-compliant ramps
- 15 miles of bike lanes
- 734 new or rehabbed sidewalks
- 3,485 linear feet of new or rehabbed culvert
- 88,474 linear feet of new or rehabbed curb
- 79,597 linear feet of new or rehabbed sidewalk
- 37,738 linear feet of new or rehabbed storm sewers
- 132 lane miles of asphalt street work
- 5 lane miles of concrete street work
- 126 lane miles of streets assessed for strip-patching
- 163,976 linear feet of trails
- 1,077 trees planted
Among the initiatives scheduled to break ground in 2025 is the first phase of a project that will transform Madison Avenue.
“This project is about more than just resurfacing a road; it’s about reimagining how people move through and experience their neighborhoods,” Councilor Kristin Jones said. “The Madison Avenue corridor transformation will improve safety, promote walkability and connectivity, cut down on reckless driving, and create a more vibrant, people-centered community for years to come.”

Indy DPW has received three rounds of funding to help transform Madison Avenue over the next several years. In addition to rehabbing the pavement, the new Interurban Trail will be created parallel to the roadway, offering safe, multi-modal transportation.
The first phase of construction will take place between Pleasant Run Parkway North and Ray Street. It is expected to break ground in June and continue into 2026. The second phase will be between Martin Street and Hanna Avenue and the third phase from Pleasant Run Parkway to Martin Street. Altogether, the three phases represent a $45.2 million investment in the city’s streets.
