PHILADELPHIA, PA — STV announces that Joseph Palantino, PE, has been promoted to Vice President and Pennsylvania Area Manager in the firm’s national buildings group, where he will lead business growth, client engagement, and project delivery across the Commonwealth.

Palantino brings over 30 years of experience in capital program delivery, construction management, and facility operations for complex public- and private-sector buildings. Since joining STV in 2021, he has served as an Operations Manager and Senior Project Manager, supporting commercial and institutional projects while enhancing internal delivery practices. In his new role, Palantino will oversee operations across Pennsylvania, with a focus on expanding STV’s presence in the Philadelphia region, developing talent, and delivering projects that balance quality, cost, and schedule.

“Joe’s strength is his ability to see the full life cycle of a building, from initial design through construction, operations, and long‑term maintenance,” said Kim Vierheilig, AIA, NCARB, LEED AP, President of the national buildings group at STV. “Joe’s perspective enables us to deliver smarter, more resilient solutions and helps our clients make better long-term decisions.”

Prior to joining STV, Palantino held senior leadership roles in the public sector, including the Southeastern Pennsylvania Transportation Authority and the City of Philadelphia, where he managed large-scale capital and facilities programs. He is a licensed Professional Engineer in Pennsylvania, New York, and New Jersey and holds a Master of Business Administration from Temple University’s Fox School of Business and a Bachelor of Science in civil engineering from Villanova University.
