PITTSBURGH, PA — Fay, S&B USA Construction (Fay), a Pittsburgh, Pennsylvania-based heavy-civil contractor serving the Mid-Atlantic region, was awarded the 2025 TQI Diversity Award by the Associated Pennsylvania Contractors (APC) for its role in the newly opened terminal at Pittsburgh International Airport (PIT). Fay shares the award with the Allegheny County Airport Authority (ACAA), who challenged Fay to dedicate 14 percent of its contract value to work performed by minority and women businesses — nearly double the regional average.
Fay also participated in ACAA’s PIT2Work program, a five-week training program that exposed program participants to career pathways in the skilled trades. All of the ACAA’s contractors participated in this program within one of western Pennsylvania’s biggest construction projects to date.
Fay’s work for ACAA covered approximately 4 miles of roadway connecting I-376 and the new terminal through a system of ramps and five bridges. The signature element on the project is a 1,300-foot dual-level bridge leading directly to the terminal for arriving and departing passengers. Firms subcontracted by Fay contributed essential work including signage and lighting, rebar installation, concrete roadway, maintenance of traffic, and painting the terminal bridge.

APC presented Fay with the award during its annual Fall Seminar, held in Hershey, Pennsylvania.
