Mount Laurel
- Evan Hill, PE, CME, has been promoted to Senior Associate in the Mount Laurel office. Hill serves as acting Business Unit Manager and Land Development Department Manager and oversees 35 multidiscipline staff. He earned a bachelor’s degree in civil engineering with a geotechnical emphasis from Michigan Technological University. Hill is a Professional Engineer in Delaware, New Jersey and Pennsylvania and is a certified Municipal Engineer in New Jersey.
- Keith Ludwig, PLS, has been promoted to Senior Associate in the Mount Laurel office. Ludwig is the Northeast Survey Operations Manager. He earned a bachelor’s degree in land surveying from the New Jersey Institute of Technology and is a Professional Land Surveyor in numerous states, including New Jersey.
Parsippany
- Robert Foley, PE, has been promoted to Senior Associate in the Parsippany office. Foley is a Senior Project Manager in the site/civil group. He is responsible for management, design, regulatory approvals and construction phase oversight of residential, commercial and mission critical development projects. He earned a bachelor’s degree in civil engineering from the New Jersey Institute of Technology. Foley is a Professional Engineer in Colorado, Connecticut, Illinois, North Carolina, New Jersey, New York and Ohio.
- Erin Gehan has been promoted to Senior Associate in the Parsippany office. Gehan is the Marketing Manager for the design and environmental services branches. She earned a bachelor’s degree in English from Fairfield University.

- S. Andrew Kamilaris, PE, PP, has been promoted to Vice President. He is a Principal Structural Engineer in the transportation group and earned a bachelor’s degree in civil engineering from the New Jersey Institute of Technology. Kamilaris is a Professional Engineer in New Jersey and New York, and a Professional Planner in New Jersey.
- Bryan Garbasz, PE, has been promoted to Associate Vice President. Garbasz is a Senior Project Manager and manages the office’s bridge structures group. He earned a bachelor’s degree in civil engineering from Rutgers University, is a Professional Engineer in New Jersey and holds a Federal Highway Administration Safety Inspection of In-Service Bridges license.

- Kenneth Spahn, PMP, has been promoted to Senior Associate. Spahn serves as a Regional Director for ports and intermodal. He earned his master’s degree in management engineering from the New Jersey Institute of Technology and a bachelor’s degree in marine transportation from the State University of New York, Maritime College. Spahn is a licensed Project Management Professional.
- Brooke Weinstein, CPSM, has been promoted to Senior Associate. Weinstein is the Northeast Marketing Manager. She earned a bachelor’s degree in magazine journalism and English from Syracuse University and holds a MiniMBA business essentials certificate from Rutgers. Weinstein is a Certified Professional Services Marketer.
- Matthew Alboum, PE, has been promoted to Associate. Alboum is an Assistant Department Manager in the bridge structures group. He earned a bachelor’s degree in civil engineering from the University of Buffalo and master’s degree in civil engineering from Rutgers and engineering management from Clarkson University. He is a Professional Engineer in New Jersey.
