In this new role, Celia serves as a strategic advisor to teams throughout the division, and together they help drive growth and deliver client service. He is responsible for further strengthening HNTB’s design-build presence in the region.
In his most recent role as Director of NYSDOT’s Project Management Office and Design Build Office, Celia was responsible for project management standards, policies, and practices associated with the delivery of NYSDOT’s Capital Program. He also served as the Program Director for NYSDOT’s multi-billion-dollar Alternative Project Delivery Program. Earlier in his career with NYSDOT, he held other leadership positions, including Director of Claims in the Office of Legal Affairs and NYSDOT’s Region 2 construction group.
Celia received a Bachelor of Science in civil and environmental engineering from Clarkson University. He is a member of the American Society of Civil Engineers; New York State Association of Transportation Engineers; and the Project Management Institute of America. He is a Licensed Professional Engineer in New York State.
