- $990,000 to the Stryker Lake Water Supply Corporation (Cherokee County) for water system improvements
- $18,060,000 to the City of Athens (Henderson County) for wastewater system improvements
- $16,047,840 to the City of Cleveland (Liberty County) for water system improvements
- $5,155,000 to the G-M Water Supply Corporation (Sabine and San Augustine counties) for water system improvements
- $8,015,000 in financing to the Greater Texoma Utility Authority on behalf of Lake Kiowa Special Utility District (Cooke County) for water system improvements
- $10,703,090 to the City of Mount Vernon (Franklin County) for water system improvements
- $4,806,122 to the City of Port Arthur (Jefferson County) for a lead service line inventory
