AUSTIN, TX — The Texas Aggregates & Concrete Association (TACA) has named Clinton Harned as Vice President of Governmental Affairs. He comes to TACA with 10 years of political and governmental experience, most recently as Director of the Texas Senate Natural Resources Committee. At TACA, Harned is responsible for the development and implementation of public, regulatory, and local and state government relations strategies and initiatives for the aggregates, concrete, cement, and other associated industries in Texas.
“Clint’s experience with the Senate Natural Resources Committee gives him a strong appreciation for both the legislative process and the importance of meaningful engagement with communities and stakeholders,” said Andrew Pinkerton, President & Chief Executive Officer (CEO) of TACA. “He will be a valuable voice as we work with lawmakers, regulators, and residents to support responsible growth and essential infrastructure development across the state.”
As Director of the Texas Senate Natural Resources Committee — which has jurisdiction over the state’s natural resources and environmental policy — Harned engaged with all stakeholders to develop policy, steer research, and facilitate public participation on the state’s natural assets. Prior to that, he spent several years working in the Texas House of Representatives and conducting political campaigns. Harned has a bachelor’s degree in political science from the University of Texas at Arlington.
“TACA plays a vital role at the intersection of infrastructure, environmental stewardship, and community growth,” Harned said. “I look forward to engaging with lawmakers, regulators, and local stakeholders to ensure policies reflect both the needs of Texas communities and the realities of supplying the materials required to build and maintain the infrastructure that Texans rely on every day.”
