Moore leads multiple engineering departments, directing project priorities, staffing, schedules, and work assignments to ensure HNTB delivers design and project management services for transportation projects. He also supports business growth and staff development activities across the region.

Moore served most recently as Virginia Department of Transportation’s Chief Engineer and Special Assistant to the commissioner, overseeing the state’s nearly $4-billion transportation construction and maintenance program. Moore also played key delivery roles in at least one phase of every Virginia transportation P3 in the last 10 years, including the express toll lane projects on Interstates 495, 395, and 95 in Northern Virginia.
Moore earned a bachelor’s degree in civil engineering from the University of California, Berkeley, and a master’s degree in civil engineering from Virginia Tech. He also served 20 years in the U.S. Marine Corps., retiring in 1999 as a Lieutenant Colonel.

HNTB is involved in many of the region’s transportation projects, including the I-95 Express Lanes (FredEx) expansion, the Frederick Douglass Memorial Bridge in Washington, D.C., and the I-64/264 Interchange in Hampton Roads.
