Freese and Nichols Adds Gilman to Lead Large Water Infrastructure Programs

HOUSTON, TX — Freese and Nichols, Inc., adds Chuck Gilman, PE, PMP, an experienced public works leader, to its program management team to oversee large, multiyear water/wastewater infrastructure capital improvement programs.

Gilman brings more than two decades of civil engineering expertise, plus particular insights from 13 years in key roles for the City of College Station and the San Jacinto River Authority based in Conroe. In College Station, he served four years as Deputy City Manager, spent time in a leadership role in water services, and led the capital projects and public works departments.

In addition to his technical knowledge that covers engineering, construction, and utility operations, Gilman understands a range of public entities’ needs. His experience includes:

  • Coordinating the identification, ranking, and prioritization of capital projects across multiple departments
  • Developing annual capital improvement budgets and executing capital improvement plans
  • Generating project management tools and improving internal processes to reduce project risks and deliver design and construction projects
  • Creating asset management plans to assist with the prioritization of annual maintenance projects and improve the accuracy of annual funding needs
  • Working with residents on bond programs and through public education campaigns

Gilman, who is based in the Houston office, is a licensed Professional Engineer and a certified Project Management Professional. He received his bachelor’s degree from Texas A&M University.
