Mr. Spear has more than 38 years of experience in civil engineering managing hundreds of staff and construction personnel. His extensive experience also includes performing project management, planning, zoning, design, and construction management services for numerous residential and commercial site development projects. Specifically, on the residential side, he has been responsible for successfully overseeing large master planned communities, exclusive residential developments consisting of hundreds of estate lots, and high-end developer-built homes. His commercial experience lends itself to securing of entitlements and the planning, designing, and construction of water treatment and distribution, wastewater treatment and collection, storm drainage, and detention facilities.

Spear earned a Bachelor of Science in Civil Engineering degree from Texas Tech University in 1980.
