David Smith, a 2003 civil engineering graduate from Texas Tech University, will serve as the Lubbock Operations Manager. Smith has spent his 20-year career with Halff and served as a Team Leader, Project Manager, and Lead Design Engineer for various municipal and private development projects. His projects have involved major thoroughfare and street design, storm drainage design, water transmission main and distribution system design, sanitary sewer design, and construction administration.

David Smith is a well-respected engineer and will live our purpose of improving lives and communities in West Texas.”
