TxDOT Names New Area Engineers

DALLAS, TX — The Texas Department of Transportation (TxDOT) announces the appointment of Vernon M. Webb, PE as the Tyler District Engineer.

Webb is a 1995 graduate of the University of Texas. He worked summers for TxDOT before graduation and after graduation began working full time as an Engineering Assistant in the Palestine Area Office. In 1997, he left TxDOT and joined a consulting firm. He rejoined TxDOT in 2001 and became the Athens Area Engineer in 2003. In 2006 he became the Tyler Area Engineer.

In 2009, Webb accepted the position of Director of Transportation Planning and Development for the Tyler District. As Director of TP&D, Webb helped deliver approximately $1 billion in transportation improvements in the Tyler area. In 2016, Webb accepted the position of Deputy District Engineer. In this role, he worked with area MPO’s and RPO’s to deliver projects for east Texas.

TxDOT has also appointed Blair E. Johnson, PE as the Amarillo District Engineer.

Blair is a 2002 graduate of Texas Tech University. He has worked for TxDOT in the Amarillo District most of his career serving in positions including Design Team Leader, Advanced Planning Engineer, Area Engineer, and in his current position of Director of Operations for the Amarillo District. Since becoming an Area Engineer, he has been a leader in the development of SL 335.

His other projects include a Direct Connector Ramp joining IH 40 East with IH 27 South and major projects along the IH 40 corridor in the district. Over the last few years as Director of Operations for the Amarillo District, Blair has been a leader in efforts to improve maintenance planning, road conditions, and emergency operations response.

Carl L. Johnson, PE has been appointed Fort Worth District Engineer.

Carl is a 1989 graduate of Texas Tech University. After graduation Carl went to work for Austin Bridge and Road in their North Texas Region. He held positions that included design work to support their heavy highway construction projects. He then was promoted to positions that included Survey Party Chief and Project Superintendent.

In April 1995, he joined TxDOT’s Brownwood District in the Lampasas Area Office. He soon became a Licensed Engineer while working for TxDOT. As he pursued becoming a Professional Engineer, he was asked to be the Project Manager on a project that involved the reconstruction of the Historic Regency Suspension Bridge. He was promoted to be Brownwood District’s Director of Operations in 2012.

In August of 2017, he became the Abilene District Engineer. While District Engineer, Carl has also served as a member of Abilene’s MPO Board. Lastly, Carl has also been successful on several statewide assignments including chairing the Winter Storm Committee that developed TxDOT’s current Winter Storm Plan.
