FORT WORTH, TX — Freese and Nichols, Inc., has expanded its stormwater engineering team with Brian Edmondson, PE, CFM, and Morgan White, CFM, CTCM, who both bring experience working at the forefront of flood mitigation in Texas. Their perspectives and skills will expand the capabilities of the firm’s flood planning project teams that are providing services for the Federal Emergency Management Agency and several Texas regions.

Edmondson, a Senior Project Manager based in Houston, has helped deliver some of the first regional flood plans developed in Texas. His 14 years of experience include serving as the Program Manager for Harris County Flood Control District’s MAAPnext Program (Modeling, Assessment, and Awareness Project), the largest flood hazard study in the district’s history. In that role, he led a large team of engineering firms to establish and implement new modeling and GIS standards focusing on highly advanced 1D/2D modeling and mapping products, as well as managed large communications and public outreach efforts.

Edmondson is a licensed Professional Engineer and a Certified Floodplain Manager. He received a master’s degree in civil engineering and bachelor’s degree in biological systems engineering from Texas A&M University.

White, a Program Manager based in Central Texas, brings substantial flood planning and project management expertise from working for a variety of state agencies, including the Texas Commission on Environmental Quality, Texas Department of Agriculture, and Texas Water Development Board. She also has insights into the impact of legislation on flood planning from her experience working for the Texas Legislature.

White is a Certified Floodplain Manager and Certified Texas Contract Manager. She received a master’s degree in public administration from Texas State University and a bachelor’s degree in environmental studies from Texas A&M University.
