The city’s roadway network consists of 147 centerline miles with a total value of more than $200 million. The pavement deteriorates every day and the budget required to maintain the network is limited. To preserve and maintain the network, a pavement management system that assists the city’s decision makers to identify cost-effective strategies is necessary.
LAN will assess the city’s existing pavement inventory and set up a pavement management software that will store the inventory data. Then, a field survey of the pavement will be conducted to assess the condition. The survey will provide a pavement condition index (PCI) ranging from 0-100 for all pavement segments in the network. The lower the number, the higher the level of deterioration.
LAN will prepare several maintenance scenarios considering the condition of the network and associated required budget and will project the final PCI of the whole network in a five-year period for each scenario. Finally, based on this evaluation and comparing the potential budget scenarios, the firm will provide a five-year pavement management plan to the city.
“The assessment will help the city prioritize and rank roadway rehabilitation and maintenance projects,” said Hossein Roshani, Ph.D., PE, LAN’s Project Manager. “It will also help the city determine the funding levels needed to maintain roads in a serviceable condition.”
AUSTIN, TX — The City of Copperas Cove has selected planning, engineering, and program management firm Lockwood, Andrews & Newnam, Inc. (LAN) to conduct a pavement condition assessment of its roadway network.
