HOUSTON, TX — Planning, engineering, and program management firm Lockwood, Andrews, & Newnam, Inc. (LAN) appoints six engineers — Phil Barnes, Bruce Dinkheller, Christine Kirby, Mark Mathis, Yu-Chun Su, and Greg Vaughn — as Senior Associates.

“From the time they joined the firm, they have played a pivotal role in LAN’s success,” said Wayne Swafford, PE, LAN’s President. “Their leadership, dedication, professionalism, and commitment has helped the firm grow rapidly. We appreciate the value they add to our organization.”

A Senior Project Manager in LAN’s transportation group, Barnes, PE, has 38 years of transportation engineering experience. During his career, he has supported schematic, environmental, as well as plans, specifications, and estimates for roadways, highways, freeways, and toll roads throughout Texas. Some of the clients he has served include the Texas Department of Transportation, Harris County Toll Road Authority, Central Texas Regional Mobility Authority, City of Bryan, City of Houston, and Houston METRO.

Dinkheller, PE, manages construction phase services for LAN’s projects nationwide. He has more than 40 years of experience as a Civil Engineer. Since joining the firm two years ago, Dinkheller has established himself as an expert in construction engineering with some of LAN’s largest clients and is a go-to resource for construction contract administration and quality issues. Projects he has managed include Waco Metropolitan Area Regional Sewer System’s transfer lift station and force main, and the first phase of Port of Houston Authority’s Bayport Rail Spur.

Kirby, PE, serves as a Senior Project Manager at LAN. Since beginning her career at LAN in 2000, Kirby has focused on the management and design of water lines ranging in diameter from eight to 108 inches. She is currently managing projects for the Northeast Transmission Line Program, Houston’s largest water transmission program that will serve more than 900,000 homes in Harris County. A leader in the water industry, she is also involved in six American Water Works Association committees.

A civil engineer with 36 years of experience, Mathis, PE, serves as LAN’s Senior Project Manager and Task Lead for traffic engineering and transportation studies and design. Since joining LAN in 2018, Mathis has grown the firm’s traffic engineering practice significantly and positioned the firm for several major rail and transit projects. Some of the projects he has managed include on-call engineering services for Denton County Transportation Authority and for Cities of Fort Worth and Frisco.

Yu-Chun Su, Ph.D., PE, CFM, CPESC, CPSWQ, has been serving LAN as Environmental and Water Resources Engineering Technical Director since 2014. A hydrodynamic and water quality professional and modeler, Su has 30 years of experience serving public and private clients on water resources projects, including stormwater-related initiatives. He is an expert stormwater modeler and designer, and couples the two areas of expertise to provide technical direction and oversight. He is also one of LAN’s key thought leaders and consistently publishes articles and speaks at industry associations and conferences.

A Senior Project Manager at LAN, Vaughn has 30 years of civil engineering experience. Since joining LAN five years ago, Vaughn has played a pivotal role in the firm’s growth in North Texas. A pipeline expert, he serves as an advisor and consultant for various clients. Some of the pipeline projects he has managed include the City of Fort Worth’s Sycamore Creek Interceptor, McKinney’s Redbud Pump Station Transmission Main and Custer Road Water Line relocation, and Trinity River Authority of Texas’ Bear Creek Relief Interceptor and WF-G Interceptor relocation.
