Texas Water Development Board Authorizes $270M in Flood Mitigation Assistance Grants

LUBBOCK, TX — The Texas Water Development Board (TWDB) authorizes execution of grant contracts for $270 million through the Flood Mitigation Assistance program. The grants are funded through the Federal Emergency Management Agency (FEMA) and will be used for a variety of flood mitigation activities to benefit approximately 120,000 flood-prone structures in 26 Texas communities.

The TWDB administers FEMA’s Flood Mitigation Assistance grant program for Texas, and FEMA accepts applications for these grants annually. Twenty-six communities received subgrants from the fiscal year 2022 Flood Mitigation Assistance grant program.

In addition to the FEMA grant funds (or federal funds), communities will contribute approximately $50 million of local funds. The total requested amount for grant contracts accounts for overruns caused by inflation or increased costs and allows the TWDB Executive Administrator flexibility to execute contract amendments as awarded by FEMA.

The Flood Mitigation Assistance grant program assists communities by providing federal funds for cost-effective measures to reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insurable under the National Flood Insurance Program.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
